The DeLauris Cooper Rising Sun Scholarship Foundation was established by her daughter, Lisa Monique Potter, to honor the legacy of resilience, determination, and hope that her mother passed on to her. The Foundation is dedicated to empowering young women in Freeport, Grand Bahama, who have demonstrated academic excellence, character, and a commitment to service.
To empower young females attending public schools in Freeport, Grand Bahama to pursue higher education by providing financial support, mentorship, and encouragement—so they can realize their full potential and rise to meet their dreams.
Awards may include tuition assistance, fees, books and supplies, mentorship, a laptop, encouragement from the Foundation, and recognition as a Rising Sun Scholar. Final award amounts are determined by the Foundation and available funds.

DeLauris Minerva Cooper was born in Nassau, Bahamas a woman of strength, compassion and drive. She embodied resilience and instilled in her family the values of determination, hope, and perseverance. She worked as an executive secretary and, for over 40 years, never once called in sick on her job. She taught her children an unparalleled work ethic, and her daughter Lisa, the creator of this foundation, credits this example for having what others have referred to as a “machine-like” work ethic today.
DeLauris’ commitment to hard work and her belief in the power of education — even though she only had an 8th grade education — created a legacy that continues to inspire. She loved music and played the piano in her church for many years, and Lisa credits her mother’s love of music for the love and appreciation that she has for music to this very day, a love she has passed on to her own children.
This scholarship is named in her mother’s honor to ensure that her spirit of perseverance, grit, determination, and dedication to growth live on in the lives of young women who will shape the future of Grand Bahama.
Lisa Monique Potter, the daughter of DeLauris Cooper, founded the Rising Sun Scholarship Foundation to carry forward her mother’s values and honor her enduring legacy. Lisa was born in Nassau, Bahamas and moved to Freeport, Grand Bahama at age 7. At the age of 15 she had the opportunity to leave Hawksbill high and go to high school in Miami, Florida and live with her mother’s sister. After graduation from Miami Senior High School she could not afford to pay for college and returned home to Freeport, Grand Bahama and worked while attending The College of the Bahamas (C.O.B.) at night.
After 2 years at C.O.B. she managed to save enough money to go to Houston, Texas on a F-1 student visa to complete her Bachelors of Science in Accounting Magna Cum Laude. She was then granted a full scholarship to pursue a Masters in Business Administration (M.B.A.) at Howard University in Washington, D.C. graduating #2 in her class. She then worked as a Cost and Financial Analyst for a year prior to getting married and attending Georgetown University Law Center in Washington, D.C. followed by a Masters of Law in Taxation (LLM) also from Georgetown University Law Center.
Today, Lisa is a lawyer practicing in Houston, TX and the mother of 4 children, 3 of whom have graduated from college and one who will start college next year. Lisa is committed to creating opportunities for young women who show promise but face financial obstacles like she did. Through this foundation, she seeks to provide not only financial support but also mentorship and encouragement, helping recipients realize their full potential and rise to meet their dreams.
